Real findings from a submitted federal quote, identifiers removed.
Proof: A Federal Quote Built from a Cold Start in Under Four Hours.
A national security firm, a small business bidding its first federal product quote, had to answer a Department of Veterans Affairs RFQ for three solar-powered surveillance trailers. Same-day deadline. We reconciled eight government documents against each other, found a deadline conflict between two of them, caught Q&A answers that cited requirements not in the statement of work, and flagged a requirements list that still described a competitor’s product. Then we built the whole package.

What stayed human: every number and every claim. The AI flagged; the client decided. The margin math showed contingency was already covered, so the quote came down without touching the margin.
A package like this typically takes a firm 30 days or more. Full case study on request. Reference available.
Live Review: A Corps of Engineers Solicitation, Read End to End.
Solicitation W9127826RA063 covers operation and maintenance of Jim Woodruff Lock and Dam and Lake Seminole on the Florida–Georgia line, a total small business set-aside. We read every document in it against every other one, and found places where they disagree.
We sent each small business we identified as a likely bidder a free three-page note that flags the conflicts, with every line citing its source, before the deadline.
The lesson. Read every document against every other one before you price anything.
- Deadline set in “Central Daylight Time (UTC -5)”, but daylight time ends Nov 1
- Flagged
- Amendment 0002 restored two volume labels that 0001 had corrected
- Flagged
- Site visit “mandatory” in one document, “strongly recommended” in another
- Flagged
- Free note to each likely bidder
- Before the deadline
Three of the findings, from documents current through Amendment 0003. Bidders should confirm the deadline hour with the contracting officer.
What we built next for the same firm.
Opportunity screening across ~140 notices, a Navy sources-sought response, a teaming package for a guard recompete, and the paperwork that holds up before anyone asks. Hours logged against a by-hand estimate, the errors a manual read would likely have missed, and the public numbers on why bids lose.
What a Gap List Looks Like
This is the first thing you get, before any drafting, and it’s free on any live solicitation. Below: a real one, built October 17 for a Florida SDVOSB guard firm on a live VA solicitation, 36C26026Q0900. Four government documents reconciled, 32 items, each with its source, what it means, the options and our recommendation. Six pages; the firm’s name is withheld.

Also in the document: a submission checklist, Part by Part, and the short list of what we need from you. Nothing gets written until the client decisions are made.
From an earlier package: eight findings on a VA product RFQ
| Finding | Where | Why it matters | Status |
|---|---|---|---|
| Synopsis and Amendment 0001 give different due dates | Synopsis vs. amendment header | Submitting to the later date can mean a late quote. Treat the earlier as binding unless the CO confirms in writing. | Client Decision |
| Q&A cites a 5-year battery warranty that is not in the SOW or attachments | Q&A #23, #37, #72 | Product carries 2 years. Mark Partial, explain, offer extended warranty as an option. Never claim 5. | Client Decision |
| Requirements list still describes a competitor’s product tiers with the brand name deleted | Attachment 2 | Map to the government’s stated function, not the competitor’s spec sheet. Note it in the crosswalk preamble. | Resolved |
| 10-day battery-only autonomy requested; product does 3 to 4 days | Q&A #29, #40 | Bundle the manufacturer’s backup generator, which the attachment itself lists as included. State the honest battery figure. | Resolved |
| Manufacturer brochure and website disagree on panel wattage, mast operation and wind rating | Exhibit A sources | Quote the exhibit you attach and make all exhibits agree. An evaluator will catch a mismatch. | Resolved |
| Nonmanufacturer rule exposure for a reseller | FAR 52.219-33 | End item built in the US by a small-business manufacturer satisfies the rule without a waiver. Keep the size record in the bid file. | Resolved |
| Section 889 letter on file is from 2022 and doesn’t list the camera model | Exhibit C | Rejected. Request a current component-level letter naming make, model and country for each part. | Confirm with Manufacturer |
| Buy American certificate not furnished by the government | Volume III | Reproduce FAR 52.225-2 from the provision text, complete and sign it. | Resolved |
How It Works
- 1
Intake, 20 Minutes
You send the solicitation documents and answer the intake below: what you sell, past performance, certifications, your cost basis. That’s all we need to start.
- 2
Gap List First, Draft Second
Within hours you get the gap-and-risk list: conflicts between the government’s own documents, requirements you can’t meet, missing certs, unanswered Q&A. You decide what to do about each before a word of the proposal is written.
- 3
The Package
Requirements crosswalk, technical response, delivery and support plan, compliance statements, FAR certifications (Buy American, Section 889), priced CLIN schedule with options, manufacturer letters if you resell, and an internal pricing worksheet that never touches the government copy.
- 4
Quality Check and Sign-Off
Every document rendered to PDF and audited page by page: split tables, phantom pages, wrapped signature lines, leaked internal notes. You get a clean review copy, a submission email, and an open-items list. You sign and submit.

Is This for You?
- Yes if you’re a small business, 8(a), SDVOSB, WOSB or HUBZone firm bidding set-asides without a proposal staff.
- Yes if you resell or integrate a manufacturer’s product and need the distributor and compliance letters handled.
- Yes if you’ve been losing bids on compliance, not capability.
- Not yet if you aren’t registered in SAM.gov. We’ll point you to the free registration and take your first RFQ once it’s active.
- No if you want someone to invent past performance or certify something that isn’t true. The crosswalk says Partial when it’s Partial.
Questions People Ask
Is this written by AI?
Built with it, decided by people. AI reads every document against every other document and drafts from structured intake; that’s why it’s fast. Every number, claim, and gap decision is made by a person and written down. You review and sign.
Will you make my company look like it meets everything?
No. The crosswalk says Partial when it’s Partial, with the mitigation beside it. Evaluators trust packages that are straight with them, and a claim you can’t back is how you lose a contract after you win it.
What if the deadline is tomorrow?
Rush inside 24 hours is possible for RFQs, paid in full up front at the same flat fee, if the documents are complete. If it isn’t doable well, we say so in the go / no-go reply and don’t take your deposit.
Do you submit for us?
Never. You sign, you submit, you own the relationship with the contracting officer. We give you the submission email ready to send and a checklist of what to attach.
What do I need to have ready?
Active SAM.gov registration, the solicitation documents, what you’re offering, two or three past-performance references, and your cost basis when you have it. The intake form below covers it in 20 minutes.
How do I pay?
Deposit by card or ACH when you accept the go reply; balance on delivery of the review copy. Flat fees, invoiced. No percentage of your award, ever.

Who’s Behind This
Sable Labs is a team of technology professionals who build for two worlds: government contracting and enterprise consulting. We’ve designed the systems that find federal opportunities, built the AI programs that run a national security firm’s pipeline, and shipped the software that private aviation and lending companies run their businesses on. We bring that same engineering to your bid.
Our rule on every job: the AI does the reading, the reconciling and the drafting, and a person makes every decision that spends your money, signs your name or makes a promise to a contracting officer. That’s how a package comes back fast and stays honest.
