How to tell why you lost a federal bid
Most small contractors never learn why they lost. Here is how to find the gap before the next solicitation.

Most small contractors who lose a federal bid never learn why. The award notice names a winner and a price, and that is all. Without the reason, the next bid is a guess. And the pool is getting thinner: Federal News Network reports that the total dollars going to small businesses dropped to $179 billion last year from $183.5 billion in 2024, even as agencies awarded 28% of prime contracts to small firms.
Start with what the award tells you
Look at who won, at what price, and whether the winner was a small business. One loss tells you little. Three losses to the same agency or NAICS code tell you a pattern.
Most responses that fail do so on compliance, not on price.
“GAO most often sustained protests for technical evaluations found unreasonable, cost or price evaluations found unreasonable, and proposal rejections found unreasonable.”
Crowell & Moring on the FY2025 GAO Bid Protest Annual Report: 1,688 protests filed, 14% sustained
Read that list again from the other side. Technical evaluation, price evaluation, proposal rejection. Those are the three places a response is judged, and the three places a gap list looks first.
Check compliance before price
Go back to the solicitation and list every required element: forms, certifications, page limits, attachments and due dates. Compare that list with what you submitted. Each gap goes on the list.
Look for set-asides you did not qualify for
Check whether the solicitation was set aside for a category you could have been in. Then check whether your NAICS codes match the work. An out-of-date profile can cost you a set-aside you were eligible for.
Turn the findings into a gap list
Put each finding in one place and keep it open when you prepare the next bid:
- The compliance item that was missing, and where in the solicitation it was required
- The set-aside you should have considered
- The NAICS code to add to your SAM.gov profile
- The due-date conflicts between the government’s own documents
