SMS in 90 days. Declared before May 28, 2027.
Every Part 135 certificate holder must have a working Safety Management System and a Declaration of Compliance on file by May 28, 2027. We implement the four Part 5 subparts inside Sable Charter, where your trips, crew and aircraft already live, in ninety days, at a fixed price.
Safety Policy
Safety Risk Management
Safety Assurance
Safety Promotion
Twelve questions is not the whole of Part 5; it is the twelve an inspector asks first. The 30-minute gap call goes paragraph by paragraph.
A binder on a shelf is not an SMS. The FAA will check for the second thing.
There is no pre-approval. You file a declaration, and then surveillance looks for whether the system actually runs: hazards reported, risks assessed, audits done, findings closed, training recorded. The operators who struggle after May 2027 will be the ones whose SMS lives in a document nobody opens. Ours lives where the work is.
Accountable executive, safety objectives, the code of ethics the 2024 rule added, and an emergency response plan, written for your operation and signed, with every revision tracked.
A hazard register tied to your aircraft, routes and crew. New-route, new-aircraft and change-of-procedure triggers that open a risk assessment automatically, with controls and sign-off recorded.
Confidential hazard reporting any crew member can file from their phone. Internal audit schedule, findings and corrective actions with owners and due dates. Safety performance indicators that update from live trip data.
Training records by person and role, the six-month summary of confidential reports the rule requires, and safety communications with read receipts.
The SMS manual, the implementation record, and the Declaration of Compliance drafted for your Certificate Management Team, with the evidence behind each statement one click away.
Operators with an SMSVP acceptance letter are not exempt. We map what you have against Part 5 as amended, fix the language, and move the records into one place. Usually faster than 90 days.
Operator counts from the FAA final rule as reported by NBAA and NATA; declaration and timing rules from 14 CFR 5.9.
Ninety days, four phases.
- 1
Days 1–10: Gap analysis
We read what you have against every paragraph of Part 5, interview the accountable executive and the director of operations, and hand you a gap list with each item marked done, partial or missing.
- 2
Days 11–40: Policy and risk
Safety Policy signed and published. Hazard register seeded from your operation, not a template. Risk assessment process live and used on at least one real change.
- 3
Days 41–75: Assurance and promotion
Hazard reporting open to all crew. First internal audit completed, findings logged and closed. Training matrix populated and the first safety communication sent.
- 4
Days 76–90: Declaration
Sixty days of evidence that the system runs. Manual finalized, implementation record assembled, Declaration of Compliance drafted for your signature and submission.
Why it lives in Sable Charter.
An SMS that sits beside your operation needs someone to feed it. One that sits inside it feeds itself.
A pilot reports from the trip page. The report already knows the aircraft, the leg, the crew and the airport.
First flight to a new airport, a new aircraft on the certificate, a crew member’s first international leg: the assessment opens before the trip is confirmed.
Flight hours, diversions, maintenance deferrals and training currency are already in the portal. Your safety performance indicators read from them.
The SMS module can run on its own for operators who keep their scheduling elsewhere. Ask on the gap call and we will say plainly whether it fits.
The price follows the calendar.
Ninety days is the honest build time. The fewer days left when you start, the more of the build lands on weekends and the less evidence sits on the record before you sign. The fee reflects that, and it is published so nobody has to ask.
| Start by | Days left | Implementation fee | What that buys |
|---|---|---|---|
| Nov 28, 2026 | 180+ | $7,500 | Full 90-day build with 120 days of evidence to spare |
| Jan 27, 2027 | 120–179 | $10,000 | Comfortable; some phases compressed |
| Feb 26, 2027 | 90–119 | $12,500 | 90-day build leaves about 30 days of evidence; weekends in |
| Apr 27, 2027 | 30–89 | $15,000 | True rush; declaration on the last day of the build |
| After Apr 27 | under 30 | Not accepted | Cannot be built honestly; we offer the declaration review only |
After the build
The SMS module keeps running after the declaration. It is included in a Sable Charter license; operators who keep scheduling elsewhere run it standalone on one of two plans.
The module, hosting, records retention and template updates when FAA guidance changes.
- Hazard reporting, risk register, audits, training records
- Records kept for the retention period and exportable at any time
- Email support, two-business-day turnaround
Everything in self-serve, plus a named person who knows your operation.
- 24-hour turnaround, same day during an inspection
- Report regeneration and inspector-ready exports on request
- Annual Part 5 review of your system against current guidance
Third-party costs, if any (e-signature, texting), are billed at cost. Records belong to you: on leaving, you receive a full export; we do not keep records indefinitely on your behalf.
Questions operators ask.
Does the FAA approve the SMS before the deadline?
No. Under the 2024 rule there is no pre-approval step for existing Part 135 certificate holders. You implement, you declare by May 28, 2027, and the FAA checks the system through ordinary surveillance afterwards. That is why the 90 days ends with sixty days of evidence, not just a manual.
We are a single-pilot or single-aircraft operator. Does this apply?
Fleet size and revenue do not change applicability; a single aircraft on a single certificate is in scope on the same basis as a large fleet. The rule allows the system to be scaled to the size and complexity of the operation, and we scale it.
We applied for our certificate after May 28, 2024.
Then your SMS is validated as part of certification rather than against the 2027 deadline. The build is the same; the timing follows your certification schedule.
Who signs the Declaration of Compliance?
Your accountable executive. We draft it and assemble the evidence; the signature and the submission to your Certificate Management Team are yours.
What does it cost after the 90 days?
The implementation fee covers the build and the declaration package. Afterwards the module is included in a Sable Charter license, or $350 a month standalone ($600 with a named support contact and 24-hour turnaround). See the pricing section.
Is this legal or regulatory advice?
No. Sable Labs builds and implements the system. Questions of regulatory interpretation go to your FAA Certificate Management Team or aviation counsel, and we will tell you when a question is one of those.
